A modifier changes the closest rune on its left that it can change. Amplify needs something with power, so in Bolt · Fire · Amplify it strengthens Fire; Split needs something that can split, so in Bolt · Fire · Split it skips Fire and doubles the Bolt. A modifier never reaches back past a link. Modifiers multiply the cost of what they change.
